On November 18th, 2000, Judge Charles Burton held a paper ballot up to a ceiling light of the Palm Beach County Emergency Operations Center to determine whether a voter had properly hole-punched their choice for presidential candidate. The 2000 presidential election saw vice president Al Gore and Texas governor George W. Bush vying for the presidency.
